In 1986 it became clear that the primary goal of the socalled film commissions in North Texas was to act as a tour guide for producers seeking budget locations and services. Unfortunately, now as then the local production community seemed eager to promote and support this goal.The Dallas Film Commission Task Force assembled by then Mayor Annette Straus determined that the best way to promote a sustainable film industry in the area was to seed the film commission with funding for use as supplemental financing for local productions. In return productions would be required to use local crews, local talent, local locations, and to share revenue on a contractual basis with the film commission.This model was used with great success to create the Canadian film industry. This finding was largely ignored by the local production community.
